As part of the EU-funded REACHOUT project, a comprehensive suite of climate service tools has been developed to support cities in addressing climate adaptation challenges. The newly released Guidelines for Climate Service Tools provide a structured overview of more than 20 technical and soft tools, as well as supporting consultancy services, all integrated into the Triple-A Toolkit – a web-based platform designed to enhance urban climate resilience. The tools address the full policy cycle of adaptation by covering the phases of Analysis, Ambition, and Action, and have been tested and refined through extensive co-creation with seven European City Hubs.

While hydrogen (H2) emissions make up a negligible fraction of today's GHG emissions, they are set to become more significant in the 2030s and, should the EU and the global community progress towards climate neutrality, will likely be substantial in the 2040s, as achieving climate neutrality requires the expansion of hydrogen use alongside the rapid reduction of other GHGs. As decisions made today will shape hydrogen value chains for decades, this paper develops a series of policy proposals to implement a four-pronged strategy.

Soils are vital for climate mitigation, storing substantial carbon. This report, co-authored by Ecologic Institute's Hugh McDonald, Aaron Scheid and Dr. Ana Frelih-Larsen, examines funding approaches to promote climate-friendly soil management in Europe, focusing on two models: action-based and result-based. Action-based funding supports specific activities but doesn't ensure measurable outcomes, while result-based funding ties payments to verified results, encouraging innovation but involving higher costs and monitoring. Result-based funding approaches can be challenging in the context of soil carbon, with offsetting approaches found to be particularly risky.

This report, commissioned by the German Environment Agency and co-authored by Ecologic Institute, contains a detailed assessment of ten crediting methodologies on climate-friendly soil management measures. These crediting methodologies are examples of result-based payment and offsetting approaches to fund enhanced carbon sequestration and reduce greenhouse gas (GHG) emissions from agricultural practices. Our evaluation of these certification methodologies covers key aspects, including emission quantification, baseline setting, additionality, risk management, environmental and social impacts, and governance. We find many weaknesses with the assessed methodologies.

Beyond the international context, they also consider the organizational structure within the German government and the responsible ministries. To achieve the ambitious climate targets of the Federal Climate Change Act a rapid expansion of renewable energies, particularly wind and photovoltaics (PV), is crucial. In this context, achieving 215 GW of installed PV capacity by 2030 has become a specific target of the Renewable Energy Sources Act (EEG). These criteria are vague and require specification. A new paper by Oeko-Institut and Ecologic Institute examines the sustainability criteria in detail. The German Environment Agency published the paper.

Ecologic Institute designed and developed the MoorNet website and embedded peatland protection database. In addition, the website offers a filterable list of peatland-related events as well as quick access to the overview of already gained knowledge. Stakeholders in peatland protection are invited to add content to the database.

The German climate debate currently seems to be stuck. It needs a push. Brakes need to be released. Whether and how this could be possible is discussed by Nils Meyer-Ohlendorf in the Tagesspiegel.

The current evaluation of the Masterplan Municipality Guideline for the 2016 to 2019 funding period is now available. Within this funding period, 13.5 million euros were given to 22 municipalities to finance and implement master plans that would lead the municipalities to climate neutrality by 2050. As a result, the supported municipalities could achieve greenhouse gas savings amounting to 1.2 million tons over a period of 10 years.

The latest evaluation of the innovative climate protection projects for the period 2020 to 2021 is now available. During this evaluation period, the projects accomplished an additional 0.41 million metric tonnes of CO2 reductions, alongside notably higher indirect reductions. The projects were able to trigger transformation by empowering their target groups to question, change and replace prevailing structures, established practices and techniques. At the same time, their predominantly national coverage as well as visibility, comprehensibility and connectivity for the target group and imitators contributed to a high transformational outcome.

This Ariadne background paper provides cornerstones and discusses options for the elaboration and further development of Germany's foreign climate policy. On 9 May 2022, Europe Day, the Conference on the Future of Europe (CFE) closed – with the adoption of 49 recommendations. This is not the end of the process, but the beginning of new political action. With the Russian invasion of Ukraine, the role of the CFE as a starting point for renewed discussions on important topics such as climate, energy policy and EU democracy has been reiterated. Indeed, many recommendations from the CFE address EU climate policies – especially the ones prepared by its third citizens' panel on climate change, the environment and health. This briefing paper, co-authored by Ecologic Institute's Natalia Burgos Cuevas, provides an overview of how the climate change–human mobility nexus has been addressed in the Nationally Determined Contributions (NDCs) submitted thus far by South American countries and identifies pathways towards improved management of population movements in revised NDCs. To date, a partial integration of the human mobility perspective prevails: References to the topic indicate a slow – but progressive – acknowledgment of the impacts of a changing climate in vulnerable communities, which may include human displacement. Given the urgent need to move forward from the recognition of the topic to the establishment of effective measures to tackle forced population movements associated with the impacts of climate change, the updating of NDCs – currently under way in the region – entails an opportunity to incorporate strategies aimed at enhancing the management of human mobility.

This study analysed if and how EU Member States used their auctioning revenues from the EU Emissions Trading System (ETS) for climate action. For this purpose, we selected eight case study countries, namely Czech, Germany, Greece, France, Italy, the Netherlands, Poland, and Portugal. As part of these case studies, we examined the reporting, the legal provisions and the political narrative around auctioning revenues through desk research and expert interviews.

The European Commission's Fit for 55 package proposes two significant reforms to energy pricing in the EU: Energy Taxation Directive (ETD) reform; and extending emissions trading to cover emissions from buildings and road transport (ETS2). A concern among stakeholders is how these reforms would impact lower income households. Various policy mechanisms are under consideration to help address potential distributional impacts. Based on a microsimulation model developed by the Basque Centre for Climate Change (BC3) with IEEP, this report analyses a series of reform scenarios supported by graphical depictions of their distributional effects in Germany.

As the source of 10% of the EU's greenhouse gas emissions and a major carbon sink, agriculture offers significant potential to mitigate climate change. This on-farm agricultural climate mitigation is referred to as carbon farming. On behalf of the European Parliament, Ecologic Institute with support from IEEP investigate the potential of carbon farming to mitigate emissions in the EU and how to effectively incentivise farmers to act. Ahead of two key EU Commission policy proposals in December 2021 (the 'Carbon Farming Initiative' and 'Carbon Removals Certification Mechanism'), this study summarises existing knowledge on carbon farming options, business models, challenges, and evaluates funding and policy opportunities to support its uptake.
