This publication provides a quantitative overview of the development and status of environmental crime in Germany between 2013 and 2024, based on data from the police crime statistics ("Polizeiliche Kriminalstatistik") and the Federal Statistical Office's criminal prosecution statistics ("Strafverfolgungsstatistik"). The report provides both an overview of general trends and an in-depth account of individual environmental offences. The report was prepared by a team from Ecologic Institute on behalf of the German Federal Environment Agency.

The triple planetary crisis is a systemic challenge, not three separate issues: climate change, biodiversity loss, and pollution reinforce one another through shared drivers and feedback, threatening planetary and human well-being. It is driven by fossil fuel dependence, unsustainable production and consumption, overexploitation of land and resources, and structural inequalities. The analysis concludes that the triple crisis can only be effectively addressed through systemic, cross-sectoral, and justice-oriented approaches. By linking resource governance, NbS, and transformative change, this report highlights how today’s triple crisis can be turned into an opportunity to regenerate ecosystems, reduce inequalities, and build resilient societies within planetary boundaries.

Over the evaluation period, the networks contributed to a reduction in greenhouse gas emissions of 69.2 thousand tonnes of CO2.

Furthermore, the study explores some of the key effects that come with increased circularity. Key topics discussed are the effect on trade in primary raw materials, the shift to bio-based products, a possible reduction in waste exports and knowledge transfer. The report also provides a brief analysis of selected specific measures from the EU's Circular Economy Action Plan of 2020, with a special focus on their potential impact on developing and emerging countries.

The discussion about plastic waste is anything but new for German municipalities. In fact, as early as the 1980s, numerous German municipalities were experimenting with plastic waste prevention regulations and waste prevention in general. A further impetus for plastic waste prevention was provided in the early 1990s with the discussions on the introduction of a nationwide packaging ordinance. After almost three decades of stagnation – including setbacks with regard to the expansion of return systems and the increase of single-use packaging – the issue of plastic prevention and packaging reduction in municipalities is now receiving renewed attention as a result of increased societal awareness and political regulations at EU level.

SDG 12 'Ensuring sustainable consumption and production patterns' aims at the necessary changes in our lifestyles and ways of doing business. This article (written in German) examines various policies and approaches that are currently being implemented or planned as solutions to the plastics crisis. It becomes clear that in national and international policies plastics are mainly described as a problem of waste management and that solutions are oriented accordingly. As a consequence, there are numerous regulations for the recycling of plastic waste in Germany, while waste prevention is rarely addressed. The perception of the plastics crisis as a problem of waste management also leads to a transfer of responsibility to individuals, who, however, have only limited room for manoeuvre compared to industry and politics.

In the European Union, hydropower represents an important component of a renewable energy transition, in part due to its existing infrastructure. A large share of future European hydropower projects will be run-of-the-river schemes. There are numerous regulatory approaches at the international, regional and national level regarding the handling of plastic products and plastic waste. What they all have in common is their limited effectiveness. Linda Mederake, Stephan Gürtler and Doris Knoblauch argue that this is partly due to the fact that at the international level a large number of binding agreements and voluntary initiatives have developed independently of one another and are therefore not coordinated in terms of content. The discussion paper presents the rationale for a new treaty on tackling plastic waste and highlights its possible added value. The objective would be to reduce marine plastic litter through a comprehensive approach that also includes land-based sources, a life cycle approach to plastic and is open to future developments. The purpose would not be to prohibit plastics as such.

With the recent update of its Bioeconomy Strategy, the guidance of its advisory bodies and the engagement of regional groups and representatives, Europe has found a new track towards a sustainable bioeconomy, building on the notion that regions are the most appropriate territorial level at which to implement bioeconomy strategies. The BE-Rural project incorporates this regional focus into its core vision, putting its regional Open Innovation Platforms (OIPs) front and center in the process of studying the potential for regional bioeconomies, and articulating and implementing strategies to make them a reality.

This final report addresses the question of how German resource policy could be further developed, based on the studies within the research project "Policies to Strengthen the German Resource Efficiency Program" (PolRess II). Options for further development are shown and their possible advantages and disadvantages discussed. Options include tailoring the process of the strategy, dealing with related strategy processes, and instrumentation. How can the recycling of construction materials in Germany be further expanded and professionalised? What needs to be changed so that more high-quality recycled construction materials can be used, especially in high-rise construction? The stakeholder analysis by Ecologic Institute focuses on these questions. Based on interviews with actors in the construction industry, concrete proposals for measures will be presented.

This report translates the findings of the REFRESH project on consumer behaviour into policy recommendations. Marine plastic pollution is a fast growing problem and it is not yet possible to estimate how severe the impacts currently are. Between 4.8 and 12.7 Mt of plastics ends up in the ocean each year, adding to the uncontrolled plastic waste already floating around the world’s seas. Despite many good initiatives and action plans, the world is about to lose the overall battle. For the Federal Environment Agency of Germany a consortium of Consideo, adelphi, Ecologic Institute, FEST and sociodimensions developed a quantitative simulation model to run scenarios on the potentials for a transition of society towards sustainability. The model explores the effects of a transition on the environment, climate change, use of resources, the economy, welfare, and happiness. The publication is available online.

This discussion paper, edited by Ecologic Institute, presents the physicochemical investigation methods used in the research focus "Plastics in the Environment", in particular for the analysis of microplastics. Therefore, representatives of the joint research projects discussed methods and analytical approaches to identify validated methods and comparable results in the various projects. The discussion paper reflects the current state the debate within the research focus. It contributes to a pool of methods that are as standardised as possible for the relevant application fields in science, industry, and administration and is available for download.

This report summarizes the key findings of the CIRCULAR IMPACTS project and provides an impact analysis setting out impacts of circular-economy transitions on the macroeconomy and society. The results of case studies conducted within the project are included as are results from modelling done by external parties, accompanied by an overview of the methodologies used. This report thus provides an overview of presently available quantitative evidence on the macroeconomic and societal impacts of the circular economy. In addition, an overview of recent policy development on EU level in relation to the circular economy is provided, as are the key conclusions and policy messages from the project. Lastly, recommendations for future circular economy research are given, with the aim of improving scenario-based impact analyses for the European policymaking context.

While diffusion patterns are quite well understood in the context of the Global North, diffusion research has only been applied to a limited extent to investigate how policies spread across developing countries. Ecologic Institute's Doris Knoblauch, Linda Mederake and Ulf Stein therefore analyze the diffusion patterns of plastic bag bans and taxes in the Global South and Global North to contribute to the further refinement of diffusion theory by specifically addressing the under-researched Global South. The CIRCULAR IMPACTS project website has been updated with an evidence library on the circular economy. The Circular Impacts online library created by Ecologic Institute centralized information related to the circular economy transition. The library helped policy professionals in conducting impact assessments on the transition to a circular economy. It was a useful resource for policy-makers, journalists, scientists, NGOs and anybody else interested in increasing their knowledge of circular-economy concepts. The library formed an integral part of the website and was an important project outcome.

Small and medium-sized enterprises (SMEs) are the backbone of the economy and a key player to steer our economy towards a more circular model. However, their small size means that they face unique challenges on the path to closing loops and improving resource efficiency. High-impact storm events have demonstrated the vulnerability of coastal zones in Europe and beyond. These impacts are likely to increase due to predicted climate change and ongoing coastal development. In order to reduce impacts, disaster risk reduction (DRR) measures need to be taken, which prevent or mitigate the effects of storm events.This paper gives an overview of the products and results obtained in the FP7-funded project RISC-KIT, which aims to develop and apply a set of tools with which highly-vulnerable coastal areas (so-called "hotspots") can be identified. The online course offers the possibility to achieve basic knowledge about the German energy system, renewable energies and the challenges the "Energiewende" in Germany has to face. The course provides interactive and entertaining questions regarding sustainable energies and takes about 2 to 2,5 hours of time, while each chapter lasts 15 to 30 minutes. The course is part of the project "Erneuerbare Energien in der Lehrerbildung verankern!" and thus includes suggestions for teaching approaches.

As part of the project "Models, Potentials and Long-Term Scenarios for Resource Efficiency" (SimRess), Ecologic Institute developed a promotional flyer based on visual style and template of the Federal Environment Agency. While progress has been made in increasing the economic benefits of resource use in the EU, there is still significant potential to increase resource efficiency and hence to decouple economic development from resource use and environmental degradation. This book presents a practical method to carry out a cost-benefit analysis in the context of the EU Water Framework Directive (WFD). Disproportionally high costs of measures can hinder the achievement of the "good ecological status". With the help of the presented method, the proportionality of the costs can be reviewed with low effort.

Knowing the limits of the planet's ability to provide resources and absorb pollutants is directly linked to debates on the limits to growth. Together with their partners from SERI, Ecologic Institute analysed environmental thresholds and associated indicators for monitoring unsustainable trends caused by human activity that could lead to the crossing of environmental thresholds in Europe. The areas covered are freshwater quality and quantity, soil erosion, and nonrenewable resource consumption. The report is available for download.

Uncontrolled landfills, excessive littering and an increasing share of electronic waste pose a threat to human health and the environment. To address these problems, the EU has established a waste hierarchy which prioritises the management and treatment of waste. The prevention of unnecessary waste production and the utilization of waste as a source of energy rank at the top of the list. Willing to complement the EU's efforts to improve waste management practices within the Union, the European Neighbourhood Policy (ENP) promotes cooperation between the EU and its Eastern and Southern neighbours. To support the effort, the European Commission has issued a guide to environmentally sound waste management for its European neighbours and Russia.

The objective of this study was to compare different waste management technologies. The most appropriate technologies were defined, as well as the best ways for their implementation. Furthermore, policy instruments for promotion of these technologies were evaluated.

The treatment and disposal of solid municipal waste can be technically achieved by methods other than above-ground landfilling ("Goal 2020" of the German Federal Ministry for the Environment). These methods will not trigger socially unacceptable costs. There is a big variety of ways to achieve the goal 2020. This publication is a contribution to the conference "Abfallkolloquium 2005" organised by SIDAF in Freiberg on 6-7 October 2005. The publication summarises the results of an Ecologic project entitled "Future strategy of municipal waste management – Goal 2020".
